GALVESTON, Texas (Oct. 28, 2026) — The Galveston Regional Chamber of Commerce is proud to announce Charles “Chuck” Doyle, Founding Director and Chairman Emeritus of Texas First Bank and Chairman of Texas Independent Bancshares, as the recipient of the prestigious “Nonno” Tony Smecca Galvestonian of the Year Award.
A visionary business leader, nationally respected banker, dedicated public servant, and philanthropist, Doyle has spent decades making an extraordinary impact throughout Galveston County, across Texas, and far beyond.
His journey in community banking helped build Texas First Bank into a respected financial institution serving communities throughout Southeast Texas. But his influence reaches well beyond the bank he helped establish.
A nationally recognized champion of independent community banking, Doyle served as the 50th President of the Independent Community Bankers of America (ICBA) and spent twelve years on its Board of Directors. He was also the organizing director of The Independent BankersBank, helping strengthen the resources available to independent financial institutions.
His leadership extended to the highest levels of the nation’s financial system. From 1996 to 1998, Doyle made history as the first community banker to serve on the Federal Advisory Council to the Board of Governors of the Federal Reserve in Washington, D.C. He also served six years as a Director of the Federal Reserve Bank of Dallas and held board positions with major financial organizations, including Visa U.S.A., Visa International, Inovant, Certegy, and Q2 eBanking.
His contributions to the banking industry have earned prestigious recognition, including induction into the Texas Bankers’ Hall of Fame in 2015. Doyle also served on the Board of Directors of the Independent Bankers Association of Texas (IBAT) Education Foundation. In 2024, he and his wife, Mary Ellen, received the IBAT Chairman’s Award, the association’s highest honor, recognizing their extraordinary contributions to community banking.
A LEGACY BEYOND BANKING
While Chuck’s professional accomplishments are remarkable, his dedication to public service and philanthropy is equally inspiring.
As a former Mayor of Texas City, Doyle devoted himself to strengthening the community and creating opportunities for future generations. Following his service as mayor, he founded LEADS, a high school leadership development program that continues to serve students throughout Galveston County today.
His commitment to healthcare includes serving as Chairman of the Board of St. Mary’s Hospital in Galveston and as a member of the Board of Directors of CHRISTUS Health Gulf Coast.
He and his wife, Mary Ellen, have received numerous honors for their philanthropy and service, including the 2010 Community Enrichment Award from The Grand 1894 Opera House, the 2019 Salvation Army Champions of Hope Award, and recognition as 2020 Citizens of the Year by The Galveston County Daily News. Doyle has also been named Citizen of the Year by the Texas City Sun and the Texas City-La Marque Chamber of Commerce. In 2000, The Galveston County Daily News honored him with its distinguished Citizen of the Century Award.
A TRIBUTE TO CHUCK DOYLE
“When you look at all that Chuck Doyle has accomplished, it’s hard to imagine anyone more deserving of this honor. His leadership has reached the highest levels of the banking industry, yet he has never lost sight of the importance of giving back to the place he calls home,” says Gina M. Spagnola, President & CEO, Galveston Regional Chamber of Commerce. “What I admire most about Chuck is that his success has always been matched by his generosity and his desire to make a difference. He has set an extraordinary example of what it means to lead with purpose, and we couldn’t be more proud to recognize him as our ‘Nonno’ Tony Smecca Galvestonian of the Year.”
